The real reason thieves aren't caught!

The answer to why or policeman won't respond to theft but will to murder! (see previous tweet). This was what a real policeman's experience eveals. It takes 32 steps for theft and 1 for murder!

What nobody appreciates is that you can't send expensive, highly trained, precious resources that are police officers (even Yanks), out willie-nillie, on any old shout.
You have to PRIORITISE!

Nobody wants to be bothered nicking chummy for a few garden shed tools anyway! Here's why:

1. CID wont deal. Offence is only theft.
2. Solicitor must be present in order to ask him, via taped interview, if he knew it was wrong to steal.
3. Solicitor will not be available for 2 hours. Arresting officers wait.

4. Chummy can't speak english so he'll need an interpreter at £40-50 per hour + ex's.
5. Interupter wont be available for 4 hours (the list for Somali interpreters is out of date and Somali Embassy had to be woken up to assist) Arresting Officers wait.

6. After four hours chummy says, via his interupter, that he is only 16 years old.
7. Juvenile procedure - needs an Appropriate Adult to sit in on interview, who is independent of Brief/Interupter.
8. List of Appropriate Adults is out of date so it takes 12 calls to secure volunteer - who is without transport and will require police transport.
9. There is no police transport cos everyone's out dealing with calls. Arresting Officers wait.
10. Appropriate Adult arrives 2 hours later.

11. Night Duty Custody Officer has gone home and Early Turn C/O is busy organising prisoners breakfasts, further detention reviews and charges for court this morning.

12. Chummy stays in the cell.

13. Nobody from Early Turn is available to take over the interview as they are short staffed because of a Gay/Lesbian/Trans-Gender Pride march.
14. Night Duty Solicitor has gone home. New solicitor wont be available till 0900.

15. Arresting Officers start interview at 0930 after prisoner has finished his breakfast. (They should have gone home at 0600).
16. 09.35 interview stopped as Appropriate Adult alleges his "client" told the interpreter that he was racially abused by a police officer at the scene of his arrest (not the arresting officers).

17. E/T Duty Officer contacted re Complaint Against Police procedure. He wont be available for 2 hours as he has been required to do an Identity Parade for CID who have a robbery suspect.

18. There are no other Inspectors available due to the Divisional Commander's Management Meeting.
19. Interview recommenses at 10.00.
20 At 10.10 interview stopped. Prisoner cannot prove his immigration status, (although his identity has been verified previously by other occupants of his stated address).
21. HM Immigration Office Harmondsworth must be contacted. HMIO unable to deal - have two week waiting list of outstanding cases. They suggest police bail after processing of the alleged theft.
22. Interview recommenced at 11.05.
23. At 11.15 interview stopped as Appropriate Adult has Doctor's appointment at 12.00 and must go home to change his clothes. (He'll get the bus).

24. Arresting Officers believe they have enough on paper to offer a caution rather than charge as it appears only to be chummy's second offence and this is only theft.

25. After consultation with Brief/Interupter, chummy says he will accept a juvenile caution.

26. No inspector available to administer caution (see above). Custody Officer decides to bail chummy to return at later date. (He is very tired at this stage and it would be against the spirit of the Police and Criminal Evidence Act to detain him further).

27. C/O request full case file to be completed by the Arresting Officers.
28 At 12.00 AO's start paperwork.
29. At 13.30 one of the arresting officer's wife phones the Duty Officer to ask why her husband has not come home from Night Duty. Again. Duty Officer is having his lunch and has no idea some of the Night Duty are still working. He berates the two bleary-eyed arresting officers for racking up overtime and spending his overtime budget. (He should have authorised it at 0600 but had to deal with the I/D parade and forgot to do it later).

30. Duty Officer orders the arresting officers to go home and complete the paperwork when they come back to work tonight. (In 8 hours time).

31. At 14.00 Eary Turn custody Officer goes off duty having released chummy. (As no Appropriate Adult is present, police transport is provided to ensure juvenile's safe return home).
32. Late Turn C/O berates Night Duty officers for not completing the Juvinile Case File before going off duty. It doesn't matter what the E/T Duty Officer said. He's a wanker anyway and its the Custody Officer who has to account for the papers. Late Turn Duty officer agrees with the L/T C/O but refuses to authorise further overtime and tells them to fuck off home.
The arresting officers finally go home exhausted, chastened and fuming.
Everyone's forgot about the complaint against police.

IF, HOWEVER, THE OLD GEEZER HAD SHOT CHUMMY:

Nicked for murder.
Straight in the slammer.
Left for CID.
Everybody goes home.

Home Office get a clear-up for murder and gun crime. CID get the plaudits!

I had thirty years of this!

Thats why I had to stop work at 55 - I couldn't take any more!!!!
